The reasons for this are as follows:
1) In winter, the weather gets cold leading to vasoconstriction. This constriction of blood vessels is an homeostatic process that leads to the reduction in the loss of body heat. While this occurs, most of the blood is shunted to the internal organs leading to an increase in the blood pressure within the internal organs. To counter this, the kidney filters more and more of water from the blood that is used to form urine and consequently leading to a more dilute urine (looks less thick). This is also why people urinate more during winter and on cold weather.
2)In summer, the body reacts in the opposite manner; most of the blood vessels vasodilate, this leads to an increased loss of body heat via the skin. The compensatory mechanism by the kidney to this increased loss of water through the skin is an increased reabsorption of water through the kidney tubules leading to formation of a more concentrated urine(looks thicker)
