Mountains are substantially - noticeably - taller than the surrounding ‘level’ land. Plains are level (near-flat to gently rolling) large areas. The difference in elevation in a plain between the lowest and highest points is rarely over a few hundred feet. The difference in elevation in mountains between highest and lowest points is frequently in the thousands of feet of difference.
