According to the question:

In Tamil Nadu, 75% of the people living in rural areas use a ration shop, whereas in Jharkhand only 8% of rural people do so.

In Tamilnadu the people are in better condition due to the awareness of ration shop's low price and availability.

Whereas the people in Jharkhand pays more expenses for the same goods by buying it from non-governmental organisations.

Having good nutrition and ample food at least three times a day is necessary to maintain a healthy life.

People living in rural areas of Tamil Nadu are below the poverty line and they cannot afford market food which is usually costlier than the ration price.

The Government of Tamil Nadu provides Rice, oil, Pulses, sugar, and other ingredients in the ration at the cheaper price. so the people prefer ration rather than the Markets food.

In Jharkhand, number of people using the ration is less when compared to Tamil Nadu.

So, in Jharkhand, People would be better off. Besides having the regular food, having fruits helps to balance the nutition.
