In the 2009 Parliamentary Elections, no single party won a majority in the elections; therefore, the Indian National Congress formed a coalition called United Progressive Alliance (UPA) to form the Congress-led Government.

The Indian National Congress had formed an alliance with smaller political parties like Samajwadi Party, Rashtriya Janta Dal, Bahujan Samaj Party and other smaller political parties. When a single political party fails to get the majority votes in the election, they form alliances with other political parties, this arrangement is known as a coalition government.

Since 1984, no major political party in India was able to win the elections without forming a coalition.
