In the areas where there is shortage of water , should there be any restrictions on digging tube wells why ?

yup the place where the shortage of water is much then they should be prohibited for digging tube well becuz the tube wells use so much water and no one cares water and just they keep wasting water.....

when threre is already lack of water then its no profit to dig tube wells and it can also cause disbalance in nature there can also be drought
