the LPG is heavier than atmospheric air. In the unlikely event of an LPG cylinder leaking, the gas goes down to the floor level and gets spread. Even at that level, it is highly flammable and is dangerous. That is why people are asked to open all doors and windows open, to put out all open flames and not to operate any electric switches lest the gas should get ignited. Letting out the gas towards open space will avoid the gas reaching the breathing level of people and subject them to asphyxiation. Analogous to this, the gas leaked at the bottom of the cylinder will get trapped at the empty space within the ring. The holes are cut to avoid this by allowing the gas to get dispersed.
