After the Rowlatt Satyagrah Gandhiji wanted to launch a more broad based movement. But he was certain that no movement can be launched without bring Hindus and Muslims closer together. On way of doing this, he thought, to take up the Khilafat issue. To defend the temporal powers of the Khalifa, a Khilafat committee was formed in Bombay in 1919. A young generation Muslim leaders like the brothers Muhammad Ali and Shaukat Ali began discussing with Gandhiji about the possibility of bringing Hindus and Muslims closer together. Gandhiji saw this as an opportunity to bring Muslims under the umbrella of a unified struggle.

Thus, at the Calcutta Session of Congress in September, 1920, Gandhiji convinced other leaders about the need to launch a non - cooperation movement for swaraj as well as for Khilafat.

So, at the Nagpur session of Congress, December 1920, a Non - Cooperation Khilafat Program was adopted.

Finally in January 1921, The NON-COOPERATION KHILAFAT Movement was launched.
