during the electrolysis of water the hydrogen gets collected at the cathode and oxygen gets collected at the anode so..
H2O=H2 + O2
after balancing, we get
2H2O= 2H2 + O2
hence gas collected at one electrode is double the other
H2O=H2 + O2

a ) . Hydrogen gas collected at cathode. And oxygen gas gas collect at anode.
b ) . We know that in water there is 2 hydrogen atom and 1 oxygen atom. That's why volume of gas collected at one electrode double than the other.
