let me write the equations of that

reaction at cathode

2h2o+2e = h2+2oh-

reaction at anode

2h2o = 4h+ +o2+4e

if you see equivalent of o2 is double of equivalent of h2 therefore volumes are double

these gases presence can be tested by flame test
