 \frac{40}{100} \times x \\ \\ = \frac{2x}{5}

x = \frac{2x}{5} + 5559 \\ x - \frac{2x}{5} = 5559 \\ \frac{5x - 2x}{5} = 5559 \\ \frac{3x}{5} = 5559 \\ x = \frac{5559 \times 5}{3} \\ x = 9265 \\
So The number of failed students are
