So ;

<BOF = 40°

Now;

<DOC = <DOB + <BOF + <FOC

Also ; <DOC is a straight angle which means it is the angle of 180°

So;

<DOB + <BOF + <FOC = 180°

Consitute the known values ;

31° + 40° + <FOC = 180°

<FOC = 109°
