the first thing to do is double the radius of the smaller circle such that it is its diameter so it becomes : 4cm

therefore the diameter of the larger circle is equal to 4*2 = 8cm

therefore the diameter of the bigger circle is 8 cm

radius of outer circle will be equal to diameter of the inner circle so diameter of outer circle will be :

2 x 2 = 4.

So diameter of outer circle will be :

4 x 2 = 8.

So the correct answer is 8 cm.
