We know that, angle between the tangents is 60 deg. and because both the tangents have the same length it forms an isosceles triangle PAB. both angles  PBA and  PAB have the same measure.

as one angle of triangle is 60 deg. other two are also 60 deg.

(180-60=2x, x = 60)

and therefore we can conclude it is an equilateral triangle, thus all sides are equal and chord also is of 8 cm.
