solution:

tangent draw from a external point to a circle is same

so,

     PA = PD = 4CM

     BQ = AQ = 3CM

      RC = RB = 6CM

      SD = SC = 5CM

then,

      PQ = PA + AQ = 4 + 3 = 7cm

       QR = QB + BR = 6 + 3 = 9cm

      SR = RC + SC = 6 + 5 = 11cm

       SP = SD + PD  = 5 + 4 = 9cm

then QR is equal to 9cm
