Answer:

The dictator is a satire comedy co written by Sacha Baron Cohen, it was released in 2012. The film was directed by Larry Charles. In the movie Baron Cohen played the role of Admiral General Aladeen, dictator of Republic of Wadiya. He stars alongside, Jason Mantzoukas, Ben Kingsley and Anna Faris.  The producers David Mandel and Jeff Schaffer said that the movie was inspired form the life of real life dictators like Idi, Amin and Muammar Gaddafi.

But if one looks closely the plot, names and behaviour of the protagnist is similar to the Dictator Muammar Gaddafi as the movie refers to many of the events that occurred during Gaddafi's rule in Libya.
