The correct answer is option A, that is, repressor binds to the operator.

The lac operon refers to an operon, or an array of genes with a solitary promoter, transcribed as a single mRNA. The genes in the operon encode proteins, which permits the bacteria to utilize lactose as a source of energy.

In the lac operon, the structural genes are switched off when the repressor binds with a short sequence of DNA, that is, operator, inhibiting RNA polymerase from combining with the promoter. This is known as on/off switch of transcription.
