in the m shell of copper there is 18 electrons and in n shell there is 1 so after it donates the 1 electron it's valence electron becomes m shell which has 18 electrons but an atom can't have more then 8 in it's valence shell .

according to Neil bohr the maximum amount of electron in each shell is known by formula : (2n)^2. 【 Here n=no. of shell , like ; 1st shell = 1 , 2nd = 2 etc. 】

In question m means 3rd shell

therefore , (2n)^2

(2×3)^2

(6)^2

36

so maximum amount of electrons in 3rd shell is 36 .

And an atom need 8 electrons in the valence shell to become stable
