In the Marvel universe, Scarlet Witch's(aka Wanda),fraternal twin brother is Pietro Maximoff(aka Quicksilver). He was a native of the Eastern European country of Sokovia.  Wolfgang von Strucker, who was the operator of the Hydra Cell, recruited Pietro and Scarlet to take part in a series of tests involving the Scepter, which gave them superpowers. Wanda received a number of mental abilities, Quicksilver acquired the ability to move at supersonic speeds and other physical features.
