permanent settlement was one the most oppressive measure taken by the East Indian company.
The company initially found itself into dilemma whether Zamindar or company should be made owner, Lord cornwallis himself being a Zamindar favoured the idea of John shores to make Zamindar owner.
after implementation of it, company had to face the agony and fury of cultivator.
Cultivator were the one who had to face the most, as Zamindar being highest bidder and no fix tax, they started taxing beyond the limit the cultivator could afford. permanent settlement became symbol of oppression, penuary, unemployment and misery.
