according to photon picture the photoelectric effect is due to the interaction between a photo and a free electron in the metal .
The free electron will be imitated only if it has sufficient energy equal to the work functions of metal this energy is supplied by the photon.
if the frequency of photon is less than cutoff frequency then no photoelectric emission take place .
so cutoff frequency is = fhai not / h
