Refrain is the figure of speech in which a line or phrase is generally repeated usually at the end of each verse.In the poem 'After Blenheim', the poet repeates the line "it was a famous victory","it was a great victory" 7 times to emphasize on it.
He says this in a very sarcastic tone in a severly criticises the uselessness and futility of evilness of the war.Old Kaspar himself unquestioningly accepts the loss of innocent lives in the Battle at the cost of innocent lives at the price of glorious victory.It seems that he is resigned to this evil fact.
