In the poem ' In The Bazzars Of Hydrebad' Why are bells tied to the pigeons feet?

This is a line from the poem inthe bazaars of hyderabad by sarojini naidu. it is said here that the Goldsmith's make bells for the feet of the pigeons that were used as messenger in order to differentiate them from the ordinary pigeons.the bells were as light as the wings of the dragon fly.
