They are in a cheerful mood and are hopping around and playing. The poet can see that they are full of energy, but he does not have access to their thought processes. He cannot ‘measure’, meaning ‘understand’ or ‘make out’ what the birds are thinking about. He can only know that which he can see, and so, he is unable to understand the thoughts of the birds.
