just as fair mean the better claim
in this, the poet robert frost has made a choice of choosing a particular road but he is unsure about that.so he believes the other road also as fair as the first .so he is in the confusion of choosing the right one.

______________________________________________________________
it means- he is in confusion that which road he should take thoughts that both the roads are same but the only difference was one road was grassy but the other was less grassy. that means the road which was less grassy more travelled by.
