Here collar refers to the normal collar that we have on our shirts today. It is the top most part of a shirt and is stitched to the shirt. However, it was not always this way. Detachable collars were used sometime in the 19th century and continued until about 1930. That was coincidentally the time when Ogden Nash, the poet was in the prime of his youth and probably aware of fashion too. He is thus possibly referring to the collars that could be removed from the shirt.
In this poem, he talks about the ‘man from Petushkee’, who was always in a terrible state of confusion and hurry. The poet says that the man would try to hurry up, but end up making a fool of himself even while dressing up. He would wear his shirt, but forget to attach the collar to the shirt and would also use his tie as a belt, fastened around his waist.
