this is Alla about the tiger that wandering around the village up to stanza-3 in 3rd stanza it describes that tiger is entered into the village and terrorizing people.so it was captured and locked into a concrete cell(means zoo). now tha tiger is in zoo.

"but he is locked in a concrete cell "

last two stanzas are describing that how tiger is living in the zoo cell.
