  • The bhuktis were split into districts (vishayas), which were placed under a vishayapati charge. Throughout eastern India the vishayas were split into vithis, subdivided into villages once again.
  • In Gupta times the village headman grew in prominence, handling village affairs with the aid of elders. Heading local elements were associated with the administration of a village or a small town. Without their consent, no land transactions could be undertaken.
