Force does act on water but It doesn't have any influence on water, this is due to presence of transpiration pull. We see that when something is being pulled upwards then gravitational force acts on it in very less quantity. Same in the case of water that It is pulled during the process of photosynthesis, that is why it doesn't go downwards.

Bcoz water is in liquid state. Water does not occupy space unless we preserve it in a container or something which can preserve water. Gravity acts on an object which has mass and occupies space. A heavy mass ball has a definate mass and occupies space, but as comparison to feather, it does not have mass and neither occupies space hence, gravity works only an object which has mass and occupies space. Water has its mass but doesn't occupies space. Hence, gravity does not word on water.
