F12 is in the direction of r12 as position vector is taken of force experiencing charge with respect to force exerting charge

r1 is position of q1 but with respect to origin
but u need distance bet charges
so u frame q12 which is also position of q1 but with respect to q2
that helps u to find distance between charges to calculate force
charge don't displace as coulomb law is for stationery charges
