Answer:

Option a)Both assertion and reason are true and reason is the correct explanation of  assertion.

Explanation:

It is because Spain and Belgium are both of the states which are holding together federations. Holding together federations means a large country that decides to divide its power between the constituent states and the national government. Therefore option a) is the correct answer.

Answer:

(b) Both assertion and reason are true. But reason is not the correct explanation of assertion.

Explanation:

There are two types of government structures on the basis of divison of political power:

  • Unitary government
  • Unitary governmentFederal government

1. Unitary government : Unitary state, is a system of political organization in which most or all of the governing political power resides in one hand (centralized government), in contrast to a federal state.

i.e. India, China etc.

2. Federal government : In a federal state, political authority is divided between two autonomous sets of governments, one central (national) and the other interstates (subnational), both of which operate directly upon the people.

i.e. United States of America, Belgium etc.

Belgium is a federal country as the division of political prowess of Belgium is divided between the center and the multiple states comprising Belgium.

Whereas,

Spain is not officially a federation, but shares many of the institutional features of federal countries. Spain is country consisting of 17 Autonomous Communities and two autonomous cities (situated on the coast of North Africa). Spain is not a federation as the central government retains full sovereignty. Spain is often referred to as having a form of asymmetrical federalismcomprised of regions with differing powers.

Hence, it can be said that both Belgium aand Spain has a 'holding together' federation, which means it is either completely or partially federal country.

But, it isn't completely true that only a big country divides it's powers between center and states. There are cases where small countries like Belgium with high diversity also opt for federal government.

Therefore, the correct answer is

(b) Both assertion and reason are true. But reason is not the correct explanation of assertion.
