In H2O, the Ratio of Hydrogen and Oxygen is 2:1.
So, when it is electrolysed, the ratio in which Hydrogen and Oxygen formed is 2:1.
That's why when this reaction is carried out using inverted test tube. Then, Hydrogen is formed in double amount than Oxygen.
