Mexico is a democracy. But there, power has been concentrated in the hands of the the PRI (Institutional Revolutionary Party). The PRI has frequently won elections in Mexico through the use of unfair means and the other parties rarely get a chance to win the elections.

Democracy is based on free and fair electoral competition. Two cases of China and Mexico where elections are held regularly but results were known beforehand. While in a democracy it is necessary to hold free and fair election which is absent in cases of both the countries.

a) China

• In China, people vote for electing the parliament called National People's Congress.

• However, for contesting election a candidate must have the approval of the communist party of China.

• In china people have no serious choice

b) Mexico

• Mexico got its independence in 1930 and election were held after regular interval to elect President.

• There was no military coup, but till 2000 only one party PRI (Institutional Revolutionary Party ) won every election.

• The election results result was manipulated by government officers, government school teachers, media and booth malfunctioning.
