Electric potential is actually the work done in moving a charge in an electric field from the region of lower to higher potential. Or we can say that electric field is a force and electric potential is the energy required to overcome that force.
There are two ways to understand answer of your question.
1)When electric field is zero then energy(potential) required to overcome this electric field is also zero.
2)when a particle has to be moved from point A to point B , then the electric field intensity is same at both the points, the net change in the electric field experienced by the particle is zero. but the energy required to move the particle from point A to point B is not zero means that potential difference is not zero.
