Montesquieu wanted power to be shared between the king, the nobles and the third estate. To prevent any one of the three classes from becoming too powerful, Montesquieu suggested the making of a new constitution based on checks and balances. In his book 'The Spirit of the Laws' , he propagated the theory of separating powers into three branches of government, the Legislative, the executive and the Judiciary.
