In the trigonal bipyramidal arrangement, why does a lone pair occupy an equatorial position rather then an axial position?

According to VSPER theory the lone pairs are positioned in the equatorial position because of the following reasons;-

✔ the electronic structure should be more simplified and would be more stable ....

✔ when they are positioned in the axial position it was found by the scientists that there is some instability in the structure..

so they finalize the position of lone pairs to be positioned in the axial position. ....
