As per Article 189 of the Indian Constitution, Any legislation should be determined in the presence of majority of members and voters. The quorum to constitute a meeting for the legislation shall have ten members or one tenth of the total number of members.

The West Bengal Assembly has a strength of 294 elected members and 1 nominated member from the Anglo-Indian community. Therefore, the quorum would be if at least 30 members are present and voting.
