Hey mate !!

Here's the answer !!

If you notice the sum, It is given that,

 \frac{2x}{x - 3} +   \frac{1}{2x + 3} =  \frac{3x + 9}{( x - 3 ) ( 2x + 3 )}

We all know that if denominator of a fraction is zero, then the fraction becomes invalid.

If you notice in the LHS, the denominators are 2x + 3 and x - 3. We know that denominators cannot be zero. Hence it is given that,

2x + 3 and x - 3 is not equal to zero.

Hope my answer helps !!

Cheers !!
