In this question can I directly use trigmometric identity and solve it with two steps (it is 3 mark question).will they reduce mark in CBSE board 2019 maths 10 the exam?(If any teacher is there pls answer .Any student who knows also can answer thank you.

It is wise to use trigonometric identities to solve the problem as it makes more sense. But since it is a 3 marks question it is preferable to expand the problem like they have done here.
