in this question why didnt the atomosheric pressure was taken into consideration as it is a sea?

Actually atmospheric pressure has to be taken unless it is mentioned in the question not to take. But not only in the pic you sent, in other questions also we find that atmospheric pressure was not taken. In these type of questions, we need to read carefully what has to be found out. In question it is clearly mentioned at the top that we have to find force exerted by water column only so if we take take atmospheric pressure then we'll get wrong answer as we have not satisfied the condition given in question.
