We feel sticky when we sweat and the sweat doesn’t evaporate fast enough from our skin. Sweat evaporation from our skin is hampered when the humidity is high. When the humidity is high, it is harder for the air to ‘absorb’ the evaporation from our skin, hence we feel sticky.

At 80°F or 26.6°C, the temperature is relatively cooling, hence we don’t really sweat unless we are engaging in exercise or strenuous activity. So if we don’t sweat much, we won’t have the sticky feeling even if the humidity is high. On the other hand at say high 80s °F around 30°C and even lower humidity of around 60%, it feels sticky as we sweat quite a bit even while doing light walking on the pavement.
