Hi dear, your question is very simple .....
In a torch the bulb is placed at the focus.
This is because torches have concave mirrors inside them.
The beam of light coming from the bulb should should be reflected by the mirror to infinity. And as you know in concave mirror if the object is placed in the focus its image is formed in infinity and vice versa.
Hence the bulb in a torch is place in the focus of the concave mirror placed inside it.
