No, the triangles are not congruent

\angle A = \angle P= 30^\circ \\\angle B = \angle Q= 70^\circ\\\\

but

AB = QR

here , two corresponding angles are equal but no corresponding side is equal

note : if two traingles are congruent that means atleast their 3 corresponding sides or angles must be equal
