No the speed of light in a vacuum does not depend on frequency (or wavelength). When light travels through any medium other than a vacuum, its speed is lower than in the vacuum. When travelling through some media, it can be that the speed of light will be different for different wavelengths.

There are two things that effect the speed of light, and that is gravity and medium. Gravity can slow down light considerably, to the point where it doesn't even move, i.e. a black hole. For the most part however, this effect is almost too small to measure.
