The light ray does not deviate at the interface of two media when:

1) it coincides with the normal at the point of incidence.

2)when the refractive index of material medium is "1"

Explanation:
When a beam of light consisting of light waves and travelling in air falls perpendicular to the surface of glass slab, then all the parts of light waves reach the glass slab at the same time, reach the glass slab at same time and hence get slowed down at same time. Due to this there is no change there In direction of light takes place. Even on leaving glass slab light wave comes out at the same time.
