Despite the fight against Napoleon, the ideas and ideals of the Revolution, Liberté, Égalité, Fraternité, spread around Europe: moreover, new ideas about national identities appeared at the time.
But the victors tried to turn back the clock, both to restore and keep the former elites in power, as much as to let Europe recover from the Revolutionary and Napoleonic Wars.
So, a conservative / restorative reaction was natural after the material destruction, and the political and ideological upheaval that started in 1789. From this sprang forth both the Concert of Europe and the Holy Alliance.
But ideas are hard to kill, and the heavy-handed attempts to suppress them ended with the Revolutions of 1848
