Question:

In what way does the Duke expect Sherlock to mitigate his stand towards the forfeiture?

Answer:

The Duke expect that shylock will change his heart and not only forgive the penalty but also a part of the principal sum with an eye of pity on antonio's loses.

If Antonio is shown mercy by the Duke against the wishes of Shylock, the trade and commerce of Venice will be affected and people will think there is no uniformity in Venice law and there is no justice they will believe that Venetian law is bias to the foreigners.

But Shylock had swore on the holyday Saturday to take revenge from Antonio and he will not do a sin by not implementing his swear.

The answer that shylock is answering is why he preferred to choose a pound of flesh rather than to receive three thousand ducats is that he is annoyed by Antonio's behaviour and his merciful behaviour towards people.
