water and milk should be mixed in the ratio of 6:1

1. Let's assume the wrong Cost price be X per liter( Which is also the selling price from the question)

Now let's find actual cost price

2. given that there's a profit of 16.67%(16 whole and 2/3=16+2/3=16.67)

CP+16.67% of CP must be selling price

CP+16.67*CP/100=X

1.167CP=X

CP=0.8568X

3. Actually it must cost 0.8568X to get a profit of 16.67% selling @ X per liter

That means for each liter only 0.8568 liters must be milk and the rest must be water (assuming the water is free of cost)

ratio of water and milk=0.8568/0.1432=6:1
