world bank measures the development by only percapita income but UNDP considers not only income but also health and education conditions of that country.

World bank compares on the basis of PCI and UNDP on the basis of HDI. PCI is just the average income of a country but HDI compares countries in the basis of level of education and healthcare . And is inclusive of PCI
