Moon falls towards Earth due to Earth's Gravity....Moon Also has Gravity but also Earth doesn't move that's because of less mass of moon when compared to earth
Second Question has mainly 2 Perfect Reasons:
1) The distance also Matters for Gravitational Forces if you increase distance in between the effect of gravitational forces is less this logic is applied here so only moon doesn't fall over the earth's surface...
2) Sun also has its own Gravity it also pulls towards it and on the other hand Earth also pulls moon with its own Gravitational force which results to be in mid neither on earth's surface nor sun...
