AN ACT IS FIRST INTRODUCED AS A BILL IN THE LOK SABHA. THEN IT IS DICUSSED AMONG THE MEMBERS AND PASSED TO THE RAJYA SABHA. IF THERE  ALSO IT IS PASSES THEN IT IS SENT TO THE PRESIDENT WHO SIGNS IT AND SO THE ACT IS IN EFFECT

When an act used to come into existence or effect....First it would be passed to the Loksabha and then confirmation of passing from the Loksabha it would be passed to the Rajya sabha and there the parliamentry members will discuss....and then it would be passed to the President of the country who will look at it and give his signature to the paryicular Act..Then that Act would have an effect....
